Mission R&AW: Ex Indian Intelligence Officer on RAW's Successes in Pakistan

Are Pakistan's allegations against RAW mere conspiracy theories? Are all of Pakistan's problems today entirely of its own making?  Is RAW just a dis-interested spectator of the grisly drama being played out in Pakistan?  



Let's try and answer these questions by looking at the history of the Indian spy agency and its successes claimed by  retired Indian intelligence officer RK Yadav in his 2014 book "Mission R&AW".  Although the book cites some of RAW's actions in China (Tibet), Sikkim (annexation) and Sri Lanka (creation and support of LTTE), most of it is devoted to Indian agents' accomplishments in destabilizing and disintegrating Pakistan.

On Pakhtunistan Page 21:

" Wali Khan (son of Abdul Ghaffar Khan aka Bacha Khan) wanted moral, political and other support from Mrs. Indira Gandhi. R.N. Kao sent hs deputy Sankaran Nair to negotiate as the Indian representative. Since Pakistan embassy was keeping watch on the movements of Wali Khan, the rendezvous was shifted to Sweden where Nair and another R&AW man of Indian mission I.S. Hassanwalia met Wali Khan. Subsequently all sorts of support was given to Wali Khan by the Indian Government till 1977 when Indira Gandhi lost election". 

On Agartala Conspiracy Page 197:

"In view of the disclosures of S.K. Nair, it is evidently true that Mujib was implicated in the Agartala Conspiracy case at the instance of Pakistan Government. However, it is also true that other accused in this case were certainly agents of Intelligence Bureau (IB) in India"

On Fokker Hijacking in Srinagar Page 227:

There was an agent of R&AW-Hashim Qureshi in Srinagar.......R&AW persuaded Hashim Qureshi to work for them.....After the plan was given final shape, on January 30, 1971, Hashim Qureshi along with another operative Ashraf Qureshi, his relative, was allowed to hijack a Fokker Friendship plane Ganga of Indian Airlines with 26 passengers on board, to take the plane to Lahore airport. R&AW allowed him to carry a grenade and a toy pistol inside the plane. Pakisani authorities at Lahore airport allowed the plane to land when they were informed that it had been hijacked by National Liberation Front activist militants of Pakistan Occupied Kashmir. All India Radio soon made broadcast of this hijacking and the whole world was informed that the Pakistan Government was behind this hijacking...The incident overtly gave India the right opportunity which was planned by R.N. Kao, to cancel the flights of Pakistan over its territory which hampered the plans of Yahya Khan to send its troops by air to curb the political movement of Mujib in East Pakistan. 

On Mukti Bahini Page 231: 

Since the Indian Army was not prepared and well-equipped for an immediate army action at that point (March 1971), it was planned to raise and train a guerrilla outfit of the Bengali refugees of East Pakistan by R&AW which would harass the Pakistan Army till the Indian Army would be ready for the final assault to the liberation of East Pakistan. She (Indira Gandhi) then asked R.N. Kao, Chief of R&AW, to prepare all possible grounds for the army for its final assault when the clearance from General Maneckshaw was received for its readiness for the war. 

On 3 RAW created Forces (Mujeeb Bahini, Special Frontier Force (SFF) and Kader Bahini Page 242:

"..He (Kader Siddiqui aka Tiger Siddiqui) was the main operative of R&AW in the most vital areas of strategic operation around Dacca... Kader Bahini played havoc with the communication system of the army (Pakistani), ambushed enemy columns, blew up supply and ammunition dumps and assaulted a number of enemy convoys.....all these three guerrilla outfits created by R&AW with the help of BSF and the (Indian) army proved a vital force .. " 

Obviously, the author is silent on India's current activities against Pakistan, particularly its covert war being waged from Afghanistan through its agents who have infiltrated Tehreek-e-Taliban Pakistan (TTP) and Balochistan Liberation Army (BLA). 


Ajit Doval Speech:

Pakistan's Narrative: 


Is India responsible for all that is wrong with Pakistan today? Obviously not; however, its spies are promoting and exploiting the ethnic, regional, religious and sectarian fault lines that exist in Pakistan. RAW is instigating and thriving on the chaos gripping the Islamic Republic. 


Pakistan's response to its problems of growing violence has to be comprehensive; it needs to deal with both internal and external causes. 


It has to develop and promote a powerful counter narrative to appeal to misguided young men who are drawn to the militants making references to the Quran and the Hadith as part of their call to violence. The counter narrative has to explain the basics; it has to be based on the Quranic verses proclaiming Prophet Mohammad (PBUH) as Rehmat ul lil Alameen (Blessing to the worlds); it has to explain Misaq e Madina, the constitution of the first real Islamic State established by Prophet Muhammad (PBUH) in Madina. 


"This is a document from Muhammad the Prophet (may Allah bless him and grant him peace), governing relations between the Believers i.e. Muslims of Quraysh and Yathrib and those who followed them and worked hard with them. They form one nation -- Ummah."


It clearly says that all citizens of "Yathrib" (ancient name of Madina), regardless of  their tribe or religion, are part of one nation--"Ummah". So the word "Ummah" here does not exclude non-Muslims.


Further into the "Misaq" document, it says: "No Jew will be wronged for being a Jew. The enemies of the Jews who follow us will not be helped. If anyone attacks anyone who is a party to this Pact the other must come to his help."


The Misaq assures equal protection to all citizens of Madina, including non-Muslim tribes which agreed to it. The contents of Misaq-e-Madina, Islam's first constitution approved by Prophet Mohammad 1400 years ago, appear to have inspired Quaid-e-Azam Mohammad Ali Jinnah vision of Pakistan where people of all religions and nationalities live in harmony with equal rights and protections under the law.


Counter-Intelligence Ops, Afghanistan:


Internal efforts alone will not succeed; Pakistan also has to mount a serious counter-intelligence challenge to blunt RAW's efforts to destabilize and disintegrate Pakistan. Pakistan has to try and stabilize Afghanistan to deny India what former US Defense Secretary Chuck Hagel described as "India's second front against Pakistan"


Advice to India:


The best and most sane advice that can be offered India now is to think of the consequences of its actions in destabilizing its neighbor; particularly the fact that it s a large nuclear-armed country with a population approaching 200 million. India may find some short-term satisfaction by inflicting huge damage to its neighbor. But what if it leads to Pakistan becoming a REALLY failed state triggering a massive refugee problem along India's long border?  What if the India-funded groups like TTP and BLA actually succeed in defeating the Pakistani military? What would that do to India? What if it triggers an unintended devastating nuclear war? I hope saner minds will prevail in New Delhi to prevent a major human catastrophe in South Asia.

Christine Fair says: "Pakistan is an army with a state rather than as a state with an army". She needs to be more original, not rip off what was said centuries ago about the Prussian Army. 

Fair is a known Pakistan hater who wants India to invade Pakistan. She praises Ajit Doval for his hawkish stance against Pakistan. 

She has little credibility. She supports US militarism around the world and proudly proclaims: “I AM a rambo b**ch" 

Elsewhere on social media, Fair has made similarly provocative comments. In a Facebook post, Fair called Pakistan “an enemy” and said “We invaded the wrong dog-damned country,” implying the U.S. should have invaded Pakistan, not Afghanistan.

In another Facebook post, Fair insisted that “India needs to woman up and SQUASH Pakistan militarily, diplomatically, politically and economically.” Both India and Pakistan are nuclear states.

Fair proudly identifies as a staunch liberal and advocates for a belligerent foreign policy. She rails against neo-conservatives, but chastises the Left for criticizing U.S. militarism. In 2012, she told a journalist on Twitter “Dude! I am still very much pro drones. Sorry. They are the least worst option. My bed of coals is set to 11.”

Pakistan on Tuesday released a video in which an arrested Indian spy is heard confessing New Delhi's alleged involvement in terrorist activities in Balochistan.

Kulbushan Yadav says in the video that he had been directing various activities in Karachi and Balochistan "at the behest of RAW", the Indian intelligence agency, and that he was still with the Indian Navy.

Yadav added that he had played a role in the deteriorating law and order situation in Karachi, Dawn reported.

The video was released at a press conference attended by Pakistan Army spokesman Lt Gen Asim Bajwa and Information Minister Pervez Rashid.

Terming Yadav's arrest a "big achievement", Bajwa said Yadav was directly handled by the RAW chief and Indian National Security Adviser Ajit Doval.

"His goal was to disrupt development of the China-Pakistan Economic Corridor (CPEC), with Gwadar port as a special target," Bajwa said.

"This is nothing short of state-sponsored terrorism... There can be no clearer evidence of Indian interference in Pakistan."

Yadav is heard saying in the video that he was still a serving officer in the Indian Navy and would be due for retirement in 2022.

"By 2002, I commenced intelligence operations. In 2003, I established a small business in Chabahar in Iran.

"As I was able to achieve undetected existence and visits to Karachi in 2003 and 2004. Having done some basic assignments within India for RAW, I was picked up by RAW in 2013 end," Yadav said.

He said his purpose was to meet Baloch insurgents and carry out "activities with their collaboration".

Law enforcement agencies arrested Yadav in an intelligence-based raid in Balochistan's Chaman near the border with Afghanistan last week. He held a valid Indian visa.

India denied Yadav was an intelligence operative and said he was formerly from the navy. New Delhi also demanded consular access to Yadav, which has been denied.

Yadav was shifted to Islamabad for interrogation, during which an unnamed official said the spy revealed he had bought boats at the Iranian port in Chabahar in order to target Karachi and Gwadar ports, Dawn reported.

Under the 1950 India-Nepal treaty, we allowed people from Nepal to freely enter our country and take up jobs here. Since then, Naxalism has emerged as a big issue, and the corridor from Pashupati in Nepal to Tirupati in India is a belt of mines and minerals. Due to the porous border with Nepal, countries like China and Pakistan, and agencies like ISI have explored that route. Nepal is becoming like Kashmir with anti-India sentiments brewing within. We should fence the border like we have done with Pakistan and Bangladesh.
Why did you blame the Gandhis for ties with Nepal turning sour?
In 1986-87, (the then PM) Rajiv Gandhi imposed a blockade on Nepal for three months and ensured that no water, salt or oil reached the Himalayan country. Between 1971 and 1975, (then PM) Indira (Gandhi) never took Nepal into confidence on the Bangladesh issue, nor when Sikkim was merged into our territory. The same is true of Jawaharlal Nehru’s policies during India’s war with China in 1962. This is why Nepal feels that India is unjust towards it.
The Opposition has blamed Narendra Modi for the situation with Nepal.
All this didn’t happen in one day. Nepal was a Hindu nation that became a secular country. Modi is the first Indian PM to visit Nepal in a very long time since he wanted to maintain good ties with the country. People there also welcomed him. But over the years, the relations have deteriorated so badly that it cannot be mended in a day.
Nepal’s Prime Minister KP Sharma Oli also has accused India of trying to destabilise his government.
He is the eighth prime minister Nepal has got since the end of monarchy there. Nepal is trying to blame India for its internal turmoil.
Didn’t it all start go downhill after India tried to dictate terms during the drafting of Nepal’s Constitution last year?
Nepal shares its border with us, and over the years the country has been responsible for fuelling agitation among its Madheshi population there. It is a matter of concern for us. Any law and order situation there will mean pan inflow of refugees to India and it will then be our responsibility.`

The 1981-batch Madhya Pradesh cadre IPS officer’s domain of expertise is considered to be Balochistan, counter-terrorism and Islamic affairs. He also has a vast experience on Pakistan and Afghanistan. He has served in key capitals, including London and Frankfurt and has also handled SAARC and Europe desks. The post of the RAW chief is falling vacant on January 31, 2017, with the incumbent retiring after a two-year stint. The RAW chief has a fixed tenure of two years unless the government extends the service length or the appointee. In his Independence Day speech this year, Prime Minister Narendra Modi had said, “I want to express my gratitude to the people of Balochistan, Gilgit and PoK for the way they whole-heartedly thanked me.... People of a distant land I haven’t even seen....When they thank the Indian PM, it’s an honour for the 125 crore people of the country...”

Implicit in the statement was a veiled threat to the Pak political and military leadership that India too can needle them for the state-sponsored atrocities in these areas held by Islamabad and target that country’s unity and integrity. The PM’s statement came in the backdrop of brazen Pak stance to dedicate its Independence Day to freedom of Kashmir and stoking violence in J&K following Hizbul Mujahideen terrorist Burhan Wani’s death. This was the first time an Indian PM raised the Balochistan issue.
Dhasmana is also known to enjoy National Security Advisor Ajit Doval’s confidence. He will replace present RAW chief Rajinder Khanna.

India has been pussyfooting on human rights violations in Balochistan though Pakistan has been exploiting the ‘K’ word to the hilt at different international fora.
Officials close to Dhasmana said he is a go-getter and has an extensive network in the region. Through his vast experience and elaborate asset base in the region, he was able to stall the construction of Gwadar port by about six years, a senior agency said.

Meanwhile, the race for the top post in another key covert agency Intelligence Bureau (IB) is also gaining pace with the tenure of current Director Dineshwar Sharma ending on December 31. Three contenders—Special Directors SK Sinha and Rajiv Jain and Mumbai Police Commissioner Dattatray Palsalgikar—are in the fray.

Sputnik: Who is behind the so-called "Free Balochistan" Campaign, what are they aiming for, and how do they operate?


Jumma Marri Baloch: There are no doubts that India is squarely behind the unrest in Balochistan. I am a witness to it from within: India tries to counter Pakistan's support for Kashmir and India wants to pay Pakistan in the same coin by supporting a few so-called Baloch leaders who are enjoying very luxurious lifestyles in such expensive cities as Geneva and London. These people are sending some money to create unrest in Balochistan like blowing electricity supplies, mining bridges and putting mines in the roadside to keep the money supplies open from Delhi.

Sputnik: What is the reason why some international media have been repeating the claims of Baloch separatists and sometimes even lobbying on their behalf, and how does this relate to global fake news industry?


Jumma Marri Baloch: No international media pays any attention to these Baloch separatists except Indian media that are working closely with the Indian intelligence who are paid to cover their paid agents working as Baloch freedom fighters. These are all Indian attempts to silence the voices of the Kashmir struggle for freedom. I guarantee if Pakistan gives even the slightest hint to the Indians that they will stop supporting the Kashmiri, the Hindus will dump the Baloch next day down in a sewage canal.


Sputnik: What is the most effective way to debunk these falsehoods and show people the truth about Balochistan and its native people's relationship to the rest of Pakistan?


Jumma Marri Baloch: Develop the awareness of people about the negative propaganda, through education and empowering the local people to run their affairs without intervention. The Baloch must be respected, first of all, on their own soil, then such negative propaganda will have no effects. The majority of the Baloch people have no problem with Pakistan, but they have questions to the government as every normal citizen of any country around the world.

RAW and Tamil Tigers: According to the Jain Commission, which was set up by PM Narasimha Rao, India trained five extremist organisations using the Research and Analysis Wing (RAW) – the Liberation Tigers of Tamil Eelam (LTTE), People’s Liberation Organization of Tamil Eelam (PLOTE), Eelam People’s Revolutionary Liberation Fron (EPRLF), Tamil Eelam Liberation Organization (TELO) and Eelam Revolutionary Organization of Students (EROS).

The Indian Air Force undertook ‘Operation Poomalai’ to help the besieged Tamil Tigers in the town of Jaffna. The Jain Commission says that RAW provided camps across Tamil Nadu to each of the five extremist organisations where they learned the deadly tactics of suicide bombing. For the record, one hundred thousand Sri Lankans were killed during the course of the Sri Lankan civil war.

RAW and Balochistan: According to WikiLeaks, “Foreign powers have dangerous designs in Balochistan”, “KGB along with RAW and KHAD had supported insurgency in Balochistan”, and India “is striving hard to destabilize and possibly detach Balochistan from Pakistan.”

On February 27, 2012, WikiLeaks began publishing ‘The Global Intelligence Files’ whereby five million emails were exposed. According to WikiLeaks, militant organisations such as the Baloch Liberation Army (BLA) and Baloch Liberation Front (BLF) etc are materially and financially funded by CIA, RAW, MI-6, RAAM and Mossad to keep Balochistan destabilised through acts of sabotage and subversion. The BLA alone received Rs50-90 million per month. According to The Hindu of October 8, 2015, “India is preparing to take an aggressive position on Balochistan, in a marked departure from South Block’s Pakistan policy of the past.” The Hindu continues, “The new Indian position over Balochistan became public when Balochistan Liberation Organization (BLO) representative Balaach Pardili addressed a gathering in New Delhi….reading out a statement from BLO’s exiled leader Nawabzada Hyrbyair Marri.

RAW and Mukti Bahini: On May 15, 1971, Indian Army’s Eastern Command officially initiated ‘Operation Jackpot’. RAW had set up training camps in the Indian states of West Bengal, Arunachal Pradesh, Bihar, Assam, Nagaland, Mizoram and Tripura. RAW equipped the Mukti Bahini with Italian howitzers, Dakota DC-3 aircraft, Otter DHC-3 fighter planes and Allouette helicopters.

For the record, the Mukti Bahini killed anywhere from 1,000 Biharis (according to the ‘Chronology for Biharis in Bangladesh’) to 150,000 Biharis (according to the ‘Encyclopaedia of Violence, Peace and Conflict’; page 64).

RAW and the TTP: According to leaked WikiLeaks cables, “On December 15, 2009, Treasury Department Acting Assistance Secretary of the Office of Intelligence and Analysis met with senior officials from the United Arab Emirates State Security Department (SSD) and Dubai’s General Department of State Security (GDSS) to discuss suspected Taliban-related financial activity in the UAE.” According to the cable, “GDSS believes that India also has supported Pakistani Taliban and Pakhtun separatists.”

India has six neighbours – Bangladesh, Bhutan, Burma, China, Nepal and Pakistan. India has had border disputes with China, Pakistan, Nepal, Sri Lanka and Bangladesh. In 1974, India and Sri Lanka resolved their border dispute through an agreement. In 2015, India and Bangladesh resolved their border disputes when the Indian Parliament passed the 100th Amendment Act. India’s border disputes with China, Pakistan and Nepal are yet to be resolved. History is witness that in this part of the world the Research and Analysis Wing (RAW) laid the foundation of cross-border terrorism.

Balochistan has figured high on the agenda of USA because of its geo-strate=
gic importance. Former USSR too had toyed with the idea of Balochistan gett=
ing separated and coming under its influence since it provided the shortest=
route to warm waters.

KGB along with RAW and KHAD had supported insurgency in Balochistan from 19=
73 to 1977. Landlocked Afghanistan too evinced interest in Balochistan and =
always welcomed dissident Baloch Sardars and gave them asylum. Currently US=
A and its close allies are eying at Balochistan and Central Asian-Caspian S=
ea mineral resources.

The hungry eyes of USA are transfixed on the hidden treasures of Balochista=
n, laden with oil, gas, coal, black diamond, gold, silver, copper, zinc and=
precious stones. Reportedly, the province has 19 trillion cubic feet of na=
tural gas reserve and 6 trillion barrels of oil reserve. Huge quantity of g=
old and copper found in Riqo Deq in Chaghai region has watered the mouths o=
f several foreign companies and are desperate to clinch the mining deal.=20

Like USA, India too has deep interest in Balochistan. RAW had established c=
ontacts in this province in early 1970s and had played a significant role i=
n Marri-Mengal led 1973 insurgency. Taking advantage of its closeness with =
USA, India is anxious to keep Pakistan deprived and draw maximum benefits f=
rom Central Asian markets. While it is overly eager to gain land route thro=
ugh Pakistan=E2=80=99s Wagah border to Afghanistan and Central Asia, it is =
striving hard to destabilize and possibly detach Balochistan from Pakistan =
so that the economic activity generated by USA in Central Asia doesn=E2=80=
=99t benefit Pakistan. It established 26 consulates/intelligence offices al=
ong Balochistan border in Afghanistan. Indian consulate in Zahidan was also=
Balochistan specific.=20

If one browses the US official website (US Citizenship & Immigration Servic=
e), one finds a form showing Balochistan as a separate state. Several US of=
ficials and US media have been projecting Balochistan as an independent and=
sovereign state and have circulated map of a truncated Pakistan minus Balo=
chistan, FATA and Khyber Pakhtunkhwa. In some maps Jinnahpur has also been =

from Afghanistan under the patronage of RAAM and RAW. He is now based in Sw=
itzerland and is patronized by USA and India. He openly claims that he had =
been receiving assistance from India and Afghanistan. He has requested US t=
o stop aid to Pak Army so that it is unable to take action against Baloch r=
ebels seeking independence.=20

Escapees Harbyar Marri and Khan of Kalat Mir Suleiman located in London are=
sheltered by Britain. Harbyar has been given political asylum despite bein=
g declared an absconder and involved in anti-state activities. Wahid Baloch=

histan banned by Pakistan are materially and financially funded by CIA, RAW=
, MI-6, RAAM and Mossad to keep Balochistan destabilized through acts of sa=
botage and subversion. BLA alone receives Rupees 50-90 million per month fr=
om CIA to meet its expenses. Once majority of Farari camps were destroyed b=
y security forces, members of these groups were imparted training in Afghan=
istan by Indian military trainers in dozens of training camps. These groups=
are involved in target killings of settlers, pro-Pakistan nationalist lead=
ers and political activists, kidnappings, extra judicial killings and bomb =
blasts. Runaway terrorists taking part in subversive activities in Balochis=
tan are projected as missing persons and the Army and intelligence agencies=
blamed for it by Human Rights.=20

Taliban/Haqqani Network 

4. (S//NF) Mendelsohn acknowledged the important steps the UAE has 
taken to combat al-Qaida and the Taliban-to include sending troops 
to Afghanistan-and highlighted the importance the USG places on 
combating Taliban financing. He stated that the Taliban receives 
significant money from narcotics trafficking and extortion, but 
noted that the U.S. believes that the group also receives 
significant funds from the Gulf, particularly from donors in Saudi 
Arabia and the UAE. He further stated that the Taliban and Haqqani 
Network are believed to earn money from UAE-based business 
interests. Security officials from both SSD and GDSS agreed that 
the Taliban and Haqqani Network are serious threats. Officials 
from SSD added that Iran supports the Taliban with money and 
weapons, helps the Taliban smuggle drugs, and facilitates the 
movement of Taliban and al-Qaida members. SSD officials stated 
that Iran's IRGC and navy are involved with these activities. GDSS 
officials noted Iran's support to Taliban in Pakistan, adding that 
GDSS believes that India also has supported Pakistani Taliban and 
Pashtun separatists. 

5. (S//NF) Treasury analysts provided information on Tayyeb Agha 
and Mullah Jalil, two senior Taliban officials who have made 
multiple fundraising visits to the UAE, according to U.S. 
intelligence. The UAE security services were not familiar with 
either individual and asked for additional identifying information, 
including current passport information used by the individuals to 
enter the UAE in order to track down their movements. (NOTE: 
Information available to the USG and shared for this exchange 
included telephone numbers, an e-mail address, and expired passport 
information for crosschecking against Emirati immigration databases 
on both individuals. END NOTE.) SSD confirmed it checked UAE 
immigration systems based on the passport information provided and 
found no matching records. GRPO and Treasury analysts also shared 
names and phone numbers of multiple Taliban and Haqqani associates 
known either to reside in or travel to the UAE. SSD officials 
stated that Taliban fundraisers may use fabricated travel 
documents, and that Pakistanis/Afghanis often carry multiple 
passports, but noted that individuals from Pakistan and Afghanistan 
who apply for a travel visa now require an eye scan. The officials 
said this system should help prevent a single individual from using 
different aliases or passports. The services pledged to continue 
their investigations and share further results. 

6. (S//NF) GDSS officials noted its ongoing monitoring of the large 
Afghan and Pakistani immigrant communities in Dubai and they 
commented that the Taliban extorts money from UAE-based Afghan 
businessmen. The same officials said the Taliban is also involved 
in kidnapping for ransom, whereby Afghanistan and Pakistan-based 
family members of the UAE-based businessmen are kidnapped for 
Taliban profit. Some Afghan businessmen in the UAE have resorted 
to purchasing tickets on the day of travel to limit the chance of 
being kidnapped themselves upon arrival in either Afghanistan or 
Pakistan.

unwitting when they transfer money that ends up with the Taliban. 
They further noted that Taliban financial supporters are likely to 
transfer smaller amounts across multiple hawalas to minimize 
suspicion.

RAW: India’s External Intelligence Agency
India’s primary espionage agency and Pakistan’s Inter-Services Intelligence (ISI) have long been at odds in a long-standing battle for influence.

Since its inception in 1968, RAW has had a close liaison relationship with KHAD, the Afghan intelligence agency, due to the intelligence it has provided RAW on Pakistan. This relationship was further strengthened in the early 1980s when the foundation was laid for a trilateral cooperation involving RAW, KHAD, and the Soviet KGB. Raman says RAW valued KHAD’s cooperation for monitoring the activities of Sikh militants in Pakistan’s tribal areas. Sikhs in the Indian state of Punjab were demanding an independent state of Khalistan. According to Raman, Pakistan’s ISI set up clandestine camps for training and arming Khalistani recruits in Pakistan’s Punjab Province and North West Frontier Province. During this time, the ISI received large sums from Saudi Arabia and the CIA for arming the Afghan mujahadeen against Soviet troops in Afghanistan. “The ISI diverted part of these funds and arms and ammunition to the Khalistani terrorists,” alleges Raman.

As a result, India established a dedicated external intelligence agency, the Research and Analysis Wing. Founded mainly to focus on China and Pakistan, over the last forty years the organization has expanded its mandate and is credited with greatly increasing India’s influence abroad. Experts say RAW’s powers and its role in India’s foreign policy have varied under different prime ministers. RAW claims that it contributed to several foreign policy successes:

the creation of Bangladesh in 1971;
India’s growing influence in Afghanistan;
the northeast state of Sikkim’s accession to India in 1975;
the security of India’s nuclear program;
the success of African liberation movements during the Cold War.
Over the last forty years the organization has expanded its mandate and is credited with increasing India’s influence.

RAW’s first leader, Rameshwar Nath Kao, led the agency until he retired in 1977. Many experts, including officers who worked with him, credit Kao with RAW’s initial successes: India’s triumph in the 1971 war with Pakistan, and India’s covert assistance to the African National Congress’s anti-apartheid struggle in South Africa. “To a large extent, it was Kao who raised RAW to the level of India’s premier intelligence agency, with agents in virtually every major embassy and high commission,” writes Singh. But the organization has been criticized for its lack of coordination with domestic intelligence and security agencies, weak analytical capabilities, and complete lack of transparency.

Indian Prime Minister Narendra Modi appointed Samant Goel as new chief of India’s premier spy agency, Research and Analysis Wing (RAW), while Arvind Kumar has been appointed as the Director of the Intelligence Bureau.


Indian media is touting Samant Goel as the “mastermind” of the alleged Balakot strikes that damaged 19 Pakistani tress after the Indian Air Force jets “hastily dropped their payload”. Indian media reports indicated that before his appointment as the RAW Chief, Goel was handling operations of the external intelligence agency.


Samant Goel was “instrumental” in planning the alleged Balakot air strikes on 26th February and was also responsible for planning the 2016 surgical strike, which India claimed to have carried out within Pakistan’s territory after the false-flag Uri terror attack.

Goel hails from a 1984 batch of the Punjab cadre, and reports reveal that he also played a “crucial role” in quelling the Sikh militancy while it was mounting its peaks in the 1990s. His appointment as India’s new spymaster ushered in almost three months after India’s claims of staging a counter-attack on allege terror networks and infrastructure “deep inside” Pakistan’s Balakot region.

India claimed to have carried out this offence in retaliation of the Pulwama attack, which killed 40 CRFP soldiers in Indian-occupied Kashmir. Speaking to the New Indian Express, a senior Indian security official said, “R&AW had developed primary intelligence and was involved in choosing probable targets for the February air strikes. Goel was actively involved in the planning of both the strikes.”

Indian media reports reveal that Goel is responsible for quelling “Rawalpindi-sponsored terrorism” across Punjab, and also played an instrumental role in reeling “Khalistani propaganda” across Europe during his foreign appointments.

A report by the Times of India stated, “As an intelligence officer specializing in counter-terrorism, he has in-depth knowledge about the origins and operations of Pakistan-based terror groups as well as global jihadi outfits like Al-Qaeda and Islamic State.”

Other reports suggest that given his vast expertise in security, intelligence and militancy in Punjab, Goel is thought to have a sound understanding of the dynamics of Pakistan’s premier security agency, the Inter-Services Intelligence (ISI).

Speaking to Global Village Space, defence and security expert, Zaid Hamid highlighted Goel’s role in quelling the Khalistan movement and his appointment along the lines of RSS-Hindutva supporters. Hamid noted, “As it can be seen by everyone that the new power structure of the establishment that Modi is creating is hardcore RSS.

And this new RAW Chief appointment, Samant Goel-he is an old hardcore, ideologically Zionist.” “He has a track record of being venomously against the Khalistan Movement. He specializes in working against insurgencies, as they call it, or separatist movements. He was first in Dubai, and then he was the station chief of RAW in the United Kingdom.

There, he was very successful in infiltrating the Sikh organizations in UK, and almost converted them into Hindu organizations of Punjabi-Hindus, and Sikhs were almost eliminated from there.” Zaid Hamid added that Goel also harbors close ties with the current Chief Minister of Punjab, the “Hindutva tout”, Amarinder Singh.

The Afghan war veteran Zaid Hamid explained, “His appointment gives a very clear signal that as far as RAW is concerned, as far as their intelligence establishment is concerned, we are going to be seeing a very, very hardliner RAW chief who has a track-record of being active in suppressing the separatist movements and insurgencies, particularly those which they suspect of being affiliated with Pakistan.”
