US to Propose Conditions For Civil Nuclear Deal With Pakistan

Having failed to persuade, intimidate, bribe and sanction Pakistan to abandon its nuclear weapons program, there are credible reports that Washington is now ready to accept Pakistan as a legitimate nuclear weapons state in exchange for limiting the range of the country's ballistic missiles.

Washington is abuzz with the news of major think tank analyses and credible media reports indicating that the October 22, 2015 Obama-Sharif summit agenda includes US-Pakistan civil nuclear deal along the lines of India-US civilian nuclear deal.


According to a Washington Post report, the deal with Pakistan centers around a civilian nuclear agreement similar to the one the United States arrived at with India, in exchange for a Pakistani commitment that would "restrict its nuclear program to weapons and delivery systems that are appropriate to its actual defense needs against India's nuclear threat."

As part of such a deal,  the United States will support an eventual waiver for Pakistan by the 48-nation Nuclear Suppliers Group, of which the United States is a member. At U.S. urging, that group agreed to exempt India from rules that banned nuclear trade with countries that evaded the Non-Proliferation Treaty. This so-called “civil nuclear agreement” allowed India partial entry into the club of nuclear powers, in exchange for its willingness to apply International Atomic Energy Agency safeguards to its civilian program, according to the Washington Post's veteran columnist David Ignatius.

Prior to the Washington Post report, the Washington-based Stimson Center and the Carnegie Endowment think tanks published a 20,000-word essay on Pakistan’s nuclear program and diplomatic ambitions last week. Written by Toby Dalton and Michael Krepon and titled "Nuclear Mainstream", it recommends Pakistan to agree to meet five conditions for its nuclear mainstreaming:

(1) Shift from the full spectrum deterrence to strategic deterrence

(2) Limit production of tactical weapons or short range delivery weapons

3) Become amenable to talks on the fissile material cut off treaty (FMCT)

4) Delineate civil and military nuclear programs

5) Sign the Comprehensive Test Ban Treaty (CTBT)


Given Pakistan's growing energy needs,  the country will most likely engage with the United States to try and get a stamp of legitimacy from the NSG. However, the Washington Posts's Ignatius believes that such "negotiations would be slow and difficult, and it's not clear that Islamabad would be willing to accept the limitations that would be required." Meanwhile, the issue is being discussed quietly in the run-up to Prime Minister Nawaz Sharif's visit to Washington on October 22.

No Surprise in Pakistan Not Being Declared a ‘Terrorism-Sponsoring Nation’

Strategists who assumed that India could bring about such a declaration are poor students of history and do not understand how Washington works.

Our “strategists”, who had made the present leadership believe that they would be successful in declaring Pakistan as a terrorist-sponsor nation, are poor students of history. They may be good at event management by organising the prime minister’s diaspora meetings, but they don’t seem to know how Washington works. The closest India came to designating Pakistan as “terrorist nation” was in April 1993, when Narasimha Rao was prime minister. At that time, the Indian embassy and intelligence had jointly made nearly successful efforts to convince the US government of Pakistan’s role in fomenting terrorism against India and also in conniving with the drug mafia. Personal lobbying by ambassadors Abid Hussain and Siddharth Shankar Ray had almost convinced the US State Department to take a stand.

Nawaz Sharif was the prime minister of Pakistan at the time. Buffeted by the then president, Ghulam Ishaq Khan, Sharif sent his confidante, Nisar Ali Khan, to Washington DC to plead his case for “retention”. Khan met then secretary of state Warren Christopher on April 7, 1993. According to the Federal Register, he presented a 5’X 7’ silk rug as a gift to the secretary valued at $500. Although Khan described the talks as “useful”, the state department delivered an unprecedented snub that very evening, warning Pakistan that it would be designated as a “terrorist sponsoring” nation if there was no improvement. Sharif was dismissed by Ghulam Ishaq Khan in July 1993. He moved the Supreme Court General Abdul Waheed Kakar, who was army chief, intervened and made both of them resign.

My personal enquiries at that time with the state department had revealed that it was Benazir Bhutto, on a private visit to Washington DC at the time, who had personally pleaded with the Clinton administration at different levels not to put Pakistan in the company of Iran, Iraq, Libya, North Korea and Cuba. Benazir had met even assistant secretary level officers in the state department, setting aside protocol as a former prime minister.

The US 9/11 National Commission has reported another move in 1998 by the state department’s counter-terrorism coordinator to designate Pakistan as a terrorist sponsor due to the ISI’s “activities in support of international terrorism” by supporting attacks “on civilian targets in Kashmir”. This was overruled by then secretary of state Madeleine Albright, who said that “putting the Pakistanis on the terrorist list would eliminate any influence the United States had over them”. Deputy secretary of state Strobe Talbott had also felt that “additional sanctions would have bankrupted the Pakistanis, a dangerous move that could have brought ‘total chaos’ to a nuclear-armed country with a significant number of Islamic radicals”. This is the US’s stand even now. They need Pakistan to control Afghanistan. That India can substitute Pakistan in Afghanistan is a pipe dream.

India and Pakistan have fought three wars over the disputed province in the past six decades and came within a hair’s breadth of a nuclear exchange in 1999. Both countries are on a crash program to produce nuclear weapons, and between them they have enough explosive power to not only kill more than 20 million of their own people, but also to devastate the world’s ozone layer and throw the Northern Hemisphere into a nuclear winter — with a catastrophic impact on agriculture worldwide.

According to studies done at Rutgers, the University of Colorado-Boulder, and the University of California-Los Angeles, if both countries detonated 100 Hiroshima-sized bombs, it would generate between 1 and 5 million tons of smoke. Within 10 days, that would drive temperatures in the Northern Hemisphere down to levels too cold for wheat production in much of Canada and Russia. The resulting 10 percent drop in rainfall — especially in Asian locales that rely monsoons — would exhaust worldwide food supplies, leading to the starvation of up to 100 million or more people.

Aside from the food crisis, a nuclear war in South Asia would destroy between 25 to 70 percent of the Northern Hemisphere’s ozone layer, resulting in a massive increase in dangerous ultraviolent radiation.

In an interview with the German newspaper Deutsche Welle, Gregory Koblentz of the Council on Foreign Relations warned that if a “commander of a forward-deployed nuclear armed unit finds himself in a ‘use it or lose it’ situation and about to be overrun, he might decided to launch his weapons.”

The second dangerous development is the “Cold Start” strategy by India that would send Indian troops across the border to a depth of 30 kilometers in the advent of a terrorist attack like the 1999 Kargill incident in Kashmir, the 2001 terrorist attack on the Indian parliament, or the 2008 attack on Mumbai that killed 166 people.

Since the Indian army is more than twice the size of Pakistan’s, there would be little that Pakistanis could do to stop such an invasion other than using battlefield nukes. India would then be faced with either accepting defeat or responding.

A strategy of pulling India into an alliance against China was dreamed up during the administration of George W. Bush, but it was Obama’s “Asia Pivot” that signed and sealed the deal. With it went a quid pro quo: If India would abandon its traditional neutrality, the Americans would turn a blind eye to Kashmir.

As a sweetener, the U.S. agreed to bypass the global nuclear Non-Proliferation Treaty and allow India to buy uranium on the world market, something New Delhi had been banned from doing since it detonated a nuclear bomb in 1974 using fuel it had cribbed from U.S.-supplied nuclear reactors. In any case, because neither India nor Pakistan is a party to the treaty, both should be barred from buying uranium. In India’s case, the U.S. has waived that restriction.

The so-called 1-2-3 Agreement requires India to use any nuclear fuel it purchases in its civilian reactors, but frees it up to use its meager domestic supplies on its nuclear weapons program. India has since built two enormous nuclear production sites at Challakere and near Mysore, where, rumor has it, it is producing a hydrogen bomb. Both sites are off limits to international inspectors.

In 2008, when the Obama administration indicated it was interested in pursuing the 1-2-3 Agreement, then Pakistani Foreign minister Khurshid Kusuni warned that the deal would undermine the Non-Proliferation Treaty and lead to a nuclear arms race in Asia. That is exactly what has come to pass. The only countries currently adding to their nuclear arsenals are Pakistan, India, China, and North Korea.

Much hand-wringing and hair-pulling is going on in India over Pakistan’s “1971” moment. Actually Pakistan has had two 1971 moments. Once when they ejected the Soviets from Afghanistan in 1989, and now.

The fight then is clear. It is white Christian nations versus brown Muslim nations. The US has been involved in the following campaigns after 9/11: Afghanistan, Iraq, Libya, Syria and Yemen. All Muslim nations. It has met defeat in Afghanistan and Iraq, and been dealt a bruising blow in Libya, Syria and Yemen. Estimate of Muslim lives lost from war and displacement caused by war since 9/11 vary between five and ten million.

Much is being made of Blinken’s statement that the US would like to see Pakistan evolve the way it, the US, wishes. This is just wishful thinking. When the Americans were all over Afghanistan (and Pakistan), they could not force the Pakistanis to do what they wanted to do. Now that they have hightailed out of Afghanistan, are we expected to believe that the US has more leverage over Pakistan now than before?

Other than the US, the country that has clearly lost out in Afghanistan is India. For 20 years, India has poured over $3 billion in aid and reconstruction into Afghanistan, all of which, in a jiffy, has just landed in the hands of the Taliban. Pakistan has now become without doubt emboldened to launch a second jihad to liberate Kashmir from India. India cannot be naïve and altruistic anymore. It has to ramp up support for Pakistan’s Baloch rebels as well as instigate the Taliban in amalgamating Pakistan’s Khyber Pakhtunkhwa province into Afghanistan, a long-cherished dream of its.


India just cannot afford to be a mute and idle spectator in the AfPak region. Its very survival is at risk. Pakistan has often accused India of fomenting terrorism in its own territory through the Pakistani Taliban. But think about this. The Pakistani Taliban wants to impose sharia in Pakistan, just as it’s been now imposed in Afghanistan.

But Pakistan’s Muslims are Hinduized. They don’t want sharia, just as India doesn’t want an enormous territory on its western flank under sharia. It is in India’s interest that Pakistan stays Hinduized. Why then would India support the Pakistani Taliban?

Whether it was Bhutto's government or General Zia-ul-Haq who overthrew him, these problems were solved only when the US needed Pakistan.

India built its first research reactor in 1956 with the help of Canada and the first plutonium reprocessing plant in 1964, while Pakistan set up the Atomic Energy Commission in 1956 with the idea that it would be an 'atom for peace' announced by the Eisenhower administration. On September 9, 1965, US Secretary of State Dan Rusk sent a memorandum to President Johnson stating, "The bitterness between Pakistan and India makes it extremely difficult to maintain good relations with both countries. If we had to choose one of these, India would be better off because of its huge population, industrial base, democracy and other capabilities. However, we can never fully support the policy goals of India or Pakistan.

The Islamic Republic of Pakistan and the IAEA will increase collaboration in peaceful applications of nuclear science and technology, particularly in agriculture and medicine, to the benefit of the country and its neighbours. That was the outcome of Director General Rafael Mariano Grossi’s two-day trip to Pakistan this week, during which he met with the country’s leadership — including its Prime and Foreign Ministers — and visited numerous nuclear facilities across the country, some of which he inaugurated.

Mr Grossi began his visit by meeting with Prime Minister Muhammad Shehbaz Sharif. The two spoke about the worsening effects of climate change on Pakistan and how nuclear science and IAEA support is helping the country.

For decades Pakistan has been ranked as one of the 10 most vulnerable countries to climate change, and last summer, was inundated with climate-change linked flooding which caused mass displacement of people and economic damages to the tune of USD 40 billion. The IAEA and Food and Agriculture Organization of the United Nations (FAO), in coordination and consultation with Pakistani authorities developed an emergency support package to assist the country in applying nuclear science to better understand the flood’s impact on soils, crops and the potential spread of animal and zoonotic diseases.

The Prime Minister expressed his desire to strengthen collaboration with the IAEA in agriculture and medicine and his support to the Agency’s efforts to promote peace and development worldwide. The two also discussed nuclear safety and security Ukraine, where Mr Grossi is championing efforts to establish a protection zone around Ukraine’s Zaporizhzhya Nuclear Power Plant, a facility beset with nuclear safety and security challenges caused by the war in the country.

In a meeting with Foreign Minister Bilawal Bhutto Zardari, Mr Grossi said opportunities for the peaceful use of nuclear science and technology in Pakistan were plentiful, emphasizing how nuclear applications and IAEA initiatives are addressing climate change and issues of access to cancer care. Mr Bhutto Zardari said that Pakistan and the IAEA will further enhance cooperation and grow the role of nuclear applications in dealing with climate change, water, energy and food security.

In Islamabad, Mr Grossi met with the Minister of Planning and Development, Ahsan Iqbal, to discuss the role of nuclear applications in addressing Pakistan’s vulnerability to climate change. The Director General also met with Pakistani fellows of the IAEA Marie Sklodowska-Curie Fellowship Programme, an initiative seeking to help build gender-balanced capacities in the nuclear sector.

Pakistan currently operates six nuclear power reactors at two sites, that generate about 10 per cent of the country’s total and almost a quarter of its low-carbon electricity. During his trip, Mr Grossi visited one of those sites, Chashma Nuclear Power Plant, 250 kilometres south of Islamabad. Inaugurating the site’s new spent fuel dry storage facility, Mr Grossi highlighted the importance of managing spent fuel safely and securely.

Mr Grossi was welcomed at the Pakistan Institute of Nuclear Science and Technology (PINSTECH), an IAEA partner in work related to human health, nutrition and water analysis. At PINSTECH, Mr Grossi inaugurated a dosimetry laboratory. Mr Grossi also visited the Pakistan Centre of Excellence in Nuclear Security (PCENS), saying he was impressed by the high standard of the facility and that he looked forward to further collaboration.

At the Nuclear Medicine Oncology and Radiotherapy Institute in Islamabad, Mr Grossi inaugurated Cyberknife, a new cancer treatment facility that he described as a milestone for the country. He said Pakistan would be able to support its neighbours with regards to cancer treatment access by becoming a regional centre under Rays of Hope — an IAEA initiative seeking to increase cancer care access in low- and middle-income countries by helping to introduce and improve radiation medicine capacities and build the cancer care workforce.

In Faisalabad, Mr Grossi visited the Nuclear Institute for Agriculture and Biology (NIAB), designating it as an IAEA Collaborating Centre in agriculture and biotechnology. In a special ceremony, Mr Grossi planted a Sago Palm at the site and spoke about the IAEA’s collaboration with the facility in developing climate change resilient cotton varieties. NIAB is also a national laboratory under the IAEA’s ZODIAC initiative for combating zoonotic diseases and future pandemics.

Mr Grossi toured another IAEA Collaborating Centre, the National Institute of Safety and Security, when visiting the Pakistan Nuclear Regulatory Authority and meeting with its Chairman Faizan Mansoor. He was also honoured to inaugurate the National Radiation Emergency Coordination Centre (NRECC) in Islamabad.

Visiting the headquarters of the Pakistan Atomic Energy Commission (PAEC), Mr Grossi had a meaningful exchange with the Commission on the comprehensive and cohesive nature of the country’s peaceful nuclear programme. Mr Grossi's visit to Pakistan was on the invitation of PAEC Chairman Raja Ali Raza Anwar, whom he thanked for Pakistan's hospitality during the two days. The Director General concluded his visit in Islamabad with a seminar on climate change mitigation, during which he highlighted the role of the IAEA in supporting climate-vulnerable countries in addressing the climate crisis with nuclear science and technology.

ISLAMABAD: Former foreign minister Mian Khurshid Mahmud Kasuri has revealed that China agreed to sign an agreement with Pakistan way back in 2003 in the field of civil nuclear energy before joining the Nuclear Suppliers Group (NSG) while the United States declined to cooperate with Pakistan for the same in the face of AQ Khan affair. The Chinese continued their cooperation and facilitated in establishing many nuclear power plants in Pakistan.

The former foreign minister emphasized the need for internal unity if Pakistan was to ensure meaningful progress in the field of foreign policy.

“In the current state of disunity and lack of direction in Pakistan, no country, friend or foe, knows how or who to deal with in Pakistan. This is a very dangerous situation and cannot be allowed to continue. It is the primary duty of all the stakeholders in Pakistan to bring this to an end.”

Mian Kasuri was addressing a ceremony at the Government College University, Lahore, where he was bestowed with the Lifetime Achievement Award for his contributions in international relations and diplomacy, promoting Pakistan’s relations with major world capitals and neighbours and for his efforts to promote regional peace and connectivity.

The former foreign minister, who served the country from November 2002 to Nov 2007, also disclosed that Indian Prime Minister Narendra Modi had asked Pakistan to continue the dialogue for Kashmir dispute’s resolution under the famous four-point formula that was mooted in his tenure as foreign minister.

He expressed his happiness at the fact that the recent book, ‘In Pursuit of Peace’ by former Indian ambassador to Pakistan and negotiator for backchannel talks during PM Manmohan Singh’s tenure Ambassador S K Lambah, had comprehensively confirmed that what Mian Kasuri had said in his book ‘Neither a Hawk nor a Dove’ published much earlier that Pakistan and India had agreed to resolve all the outstanding issues, including Jammu and Kashmir.

Kasuri expressed his pleasant surprise at Lambah’s revelation that Modi asked him to continue the dialogue in 2014 on the same four-point formula. The former foreign minister said that he was aware that because of the negativity engendered by Hindutva supporters under the Modi government, the relationship between the two countries had become exceedingly tense.

PM Modi, Kasuri said, cannot rule India forever. Even at the best of times, he was able to secure about 37% of the total votes with an overwhelming majority voting for parties who are, by and large, opposed to the current policies of the BJP government on Muslims, Kashmir and Pakistan.

“There was no guarantee that Modi would not change his extremist policies, either before or after elections. After all, Modi had paid a surprise visit to Lahore in December 2015 to meet former PM Nawaz Sharif,” Mian Kasuri said.

Besides India, he said, during his tenure, exceptionally close relationship was forged between Pakistan and Bangladesh and he remained in a close personal relationship with his counterpart, Morshed Khan.

He also made sure to cultivate close relationship with PM Khalida Zia and the then opposition leader and current PM, Hasina Wajed.

Similarly, close ties were developed with Nepal, Sri Lanka and Maldives.

Mian Khurshid Kasuri went on to describe the success of the government at that time in establishing close relationship with the US and China, at the same time. A broad-based Strategic Partnership Agreement with the United States was formalised, which aimed to promote cooperation in different fields, including economic development, science and technology, education, energy, agriculture, and a regular strategic dialogue.

Pakistan continues to gradually expand its nuclear arsenal with more warheads, more delivery systems, and a growing fissile material production industry. Analysis of commercial satellite images of construction at Pakistani army garrisons and air force bases shows what appear to be newer launchers and facilities that might be related to Pakistan’s nuclear forces.

We estimate that Pakistan now has a nuclear weapons stockpile of approximately 170 warheads (See Table 1). The US Defense Intelligence Agency projected in 1999 that Pakistan would have 60 to 80 warheads by 2020 (US Defense Intelligence Agency 1999, 38), but several new weapon systems have been fielded and developed since then, which leads us to a higher estimate. Our estimate comes with considerable uncertainty because neither Pakistan nor other countries publish much information about the Pakistani nuclear arsenal.

With several new delivery systems in development, four plutonium production reactors, and an expanding uranium enrichment infrastructure, Pakistan’s stockpile has the potential to increase further over the next several years. The size of this projected increase will depend on several factors, including how many nuclear-capable launchers Pakistan plans to deploy, how its nuclear strategy evolves, and how much the Indian nuclear arsenal grows. We estimate that the country’s stockpile could potentially grow to around 200 warheads by the late 2020s, at the current growth rate. But unless India significantly expands its arsenal or further builds up its conventional forces, it seems reasonable to expect that Pakistan’s nuclear arsenal will not continue to grow indefinitely but might begin to level off as its current weapons programs are completed.
